copying of service desktop files into $KDEHOME?

Hiya,

trying to figure out why #50015 happens (KFileMetaInfo mp3 plugin not found), 
I noticed that I had a file .kde/share/services/kfile_mp3.desktop containing 
just

[Desktop Entry]
Comment=
Exec=
Icon=unknown
MimeType=KFilePlugin
Name=MP3-Info
Type=Service

I.e. there's some entries missing from the global file, like X-KDE-Library, 
which renders the plugin useless.

Any idea how that incomplete file could have been created? Also, why isn't the 
KConfig merging of global and local entries not happening here?
