i'm not sure who exactly (i'm sure cvs can tell us that), but IIRC the 
conversation either here or on -devel was that it was too easy to resize it 
accidently with the drag-resizing always turned on.

i agree ... perhaps a good solution would be to extend that dialog into a real 
interface. perhaps a checkbox that allows the user to turn on drag resizing 
(off by default since it is a power feature, and it will be easy to find 
since when the user chooses custom size it will be right there). and a slider 
+ spinner combo (knuminput, i suppose) that allows the user to set the size 
...

something like the attached UI file...
