Question on autotools

If it's so easy just to install a new version of autotools for KDE, why
doesn't KDE just require the latest versions of everything?
Isn't not upgrading to automake 1.6 going to come back to haunt KDE, just
like not going to 1.5 caused a fuss at the last minute for 3.0?
