Changing kxkb's behavior

Hi,

Many users are confused by the current 'kxkb' since they come from a
Windows world where the selector on the taskbar switched the _keyboard
language_, while in KDE, it switches the _keyboard layout_. To make the
distinction between the terms clearer, I'll explain - for instance, a
Russian keyboard layout has both Russian letters and English letters
engulfed on the same keys - the layout is one (the standard "Russian"
layout, as found on most keyboards in Russia), while the languages are
two.

kxkb, since KDE 3.0, allows one to select the group switching key combo
(e.g. on the Russian layout, the key combo which switched between
Russian and English languages), but the context menu still talks about
'layouts'.     At this point, some users get confused and also add the
'US' layout, although their 'Russian' layout already offers the English
language.

What I propose is -- making the context menu display both layouts and
languages those layouts contain. For example:

 [RUSSIAN] English
 [ FLAG  ] Russian
 [ISRAELI] English
 [ FLAG  ] Hebrew
 ...

That way, the context menu gives proper indication of the languages
available for input.

What do you guys think?
