I would prefer something which is a bit more transparent to everybody.
Nobody wants a dictator here, not even a "benevolent" one. And
nobody is going to create a big bureaucracy, either, even if it worked
(it wouldn't).
But I could imagine something like this: Somebody with a new app sends
a short description and a link to sources, screenshots etc. to the
respective devel-list, eg multimedia-devel. If there is consensus on
including the new app, fine. If there is no consensus, there should be
someone who has got the final word for this round. If anybody is not
satisfied with the decision (s)he could always complain to (core-)devel or
another maintainer. And, anyway, there is life outside KDE core as well.
Things are getting more difficult, of course, if there already is a program
with similar functions and the maintainer is not willing to have it
replaced or to co-operate on a rewrite. OTOH, most real good programs
_are_ rewrites of others. So I guess we are going to need a solution for
this case as well. And I think it has to be something similar to the above.

If it is exactly the same line you should use the Rough Translation feature
of KBabel (and make sure the database for KBabelDict is up-to-date). But,
of course, we have still zillions of _almost_ identical strings which
should be made consistent -- some time.

I sent a CC to core-devel, it is not just a multimedia problem.
