That is the best behavior.  I don't use kpackage for kde3 though, I have my 
old kde1 libs around -just- for kpackage from those days :)  There's some 
feature that the old kpackage has that current kpackage doesn't, one that I 
really like, but which I don't remember.

Last I tried current kpackage, it wouldn't install packages as notroot, 
though.  If Klas is right, then I guess we can end this thread now.

Who is the current maintainer though, Waldo?  Does it even have one ?
