This is nonsense.  LGPL v2 was and still is, the Library GPL.  LGPL v2.1
is the Lesser GPL (and that is the only real change compared to v2).  So
both are correct.  The use fully depends on the copyright holder, if he
wants to use LGPL v2 or v2.1.
