Users don't know that the background is actually a pixmap, so please
don't make the option available only when 'Enable background image'
is also enabled.
As for the button problem, you can make them work by doing
setBackgroundMode(X11ParentRelative) in _both_ ButtonContainer and
PanelButtonBase. Obviously that needs to be switched on/off based on
whether button tiles are being used or not.
