Sure, I'm all for proper namespacing. See the discussions on the koffice 
mimetypes as an example. So we are again at a point where we need:

1. A fixed place under www.kde.org where to put DTDs
2. A namespace root for KDE.

ad1: I'd request http://www.kde.org/DTD/<app/type>-<version>.dtd.
ad2: I'd suggest urn:kde:<app/type>-<version_if_any>, where the urn 
namespace kde would have to be registered. Don't know if that's 
possible outside standard-track. Another choice would be
http://www.kde.org/URN/<app/type>-<version_if_any>
