Actually, I wonder if kpartgui is a good name for it.
Ok, for historical reasons it's the required name of the toplevel element
(but maybe we can introduce some code that also works with another toplevel
element name?).

IMHO it should be named kxmlgui, since that's what it's about
(it has little to do with KParts anymore).

The toplevel element in new XML files could be <kxmlgui> too.
But then, kxmlgui+xml looks very odd ;)
