locolor defaults for 3.1?

What are the intended locolor defaults for KDE 3.1?  

Without KPersonalizer, KDE 3.1 defaults to the light style and Quartz.
With KPersonalizer it defaults to KDE2 defaults.  And what about the
splashscreen?  There's way too many colours in it.  And what about the
icons?  Why isn't the locolor theme used by default?

As for KPersonalizer, it seems to have failed in one respect -- as far
as I know almost none of the major distributions seem interested in
it.  Too bad.
