The _branch_ was open for new i18n strings? I doubt it. HEAD was,
not the KDE_3_1_BRANCH.

As far as I understand Dirk, the split _remains_, which means that KDE_3_1_BRANCH
is the one which will become kde-3.1-final (and where the code freeze
and i18n freeze remain active).
HEAD is the kde-3.2 development.
