Can I please add a small feature to KEdit?

Can I please commit the attached patch to KEdit? It adds one tiny feature:
A command line option "encoding" that causes any URLs on the command line
to be opened with the specified encoding instead of the default.
Example: kedit --encoding utf8 `kde-config
- --prefix`/share/applnk/Internet/konqbrowser.desktop
Also, better descriptions for option in KCmdLineArgs are welcome.
