Oh! Then my answer is: I don't see the usefulness (even after reading your 
why's and when's). And if an app finds useful such a feature, it should be 
implemented in the app, which would then be able to discern between windows 
that _do have_ to move with the leader and those who don't.

And anyways, apps that need to keep their windows together better use MDI.
