Not sure; I am far from an expert in these matters; but if I recall, I 
started having such a problem after upgrading to glibc-2.2.5 (And some other 
people reported similar experiences on IRC).. After upgrading to 
glibc-2.2.5-3mdk from Cooker, however, designer seems to run fine, though, 
and one of the changelog entries is:

- Update to 2.2-branch (CVS snapshot 2002/04/14):  
  - Fix relocation dependency handling


So perhaps this is the relevant issue...
