That's what I suggested for kdenonbeta: give developers an easy-to-use
possibility to release their work separately from KDE release schedule, and
still have the code inside a central repository so that it is useful for
developers. Right now it's quite difficult to have an application in CVS
and still package the source separately.

mhm, base alone (especially without konsole) would be barely useable, don't
you think? Or is this a joke I don't understand?
I think the "basic distribution" should at least contain:
- a web browser
- a file manager
- a mail client (maybe combined with a news reader)
- an internet dialup program
- an address book
- an image viewer
- a media player
- a basic text editor
- a console application
Useful extensions could be:
- an appointment calendar
- a program to synchronize the address book and calendar with mobile devices
- a simple paint program
- some basic games
