Yes. As stated in the Selection Process, anyone who cares about KDE can
propose a Goal, no need to be a developer. But, please read the Selection
Process very carefully.

KDE Goals are not about adding a specific feature to an application or
fixing a particular bug. A Goal should be an overarching initiative. Also
note that a proposal is encouraged to have more than one Champion, so you
should work with others who are interested in the same idea.
