[KDE Goals] The Fifth Cycle Begins

Right, yes, I saw that but the selection about the proposal says this:

Phase 1 - Submission

The submission phase is announced and an online workboard
<https://invent.kde.org/teams/goals/goal-setting/2026/-/boards> is created
with at least the following two columns:

   - *Not ready for voting* where proposals are initially submitted.
   - *Ready for voting* where sufficiently refined proposals are moved in
   the next phase.
   - A goal proposal template is provided for submissions.
   - Anyone with a KDE Identity account may submit a proposal.
   - The person submitting automatically becomes the goal's Champion. Other
   people may request to join as co-Champions or add themselves as
   *Contributors* or *Supporters*.

It says there is a template provided for the submission but does not talk
about where to submit to or how.

That's what I mean.
