Propose candidates for Akademy Awards!

This year we are adding the option for the community to propose people who 
they think deserve an award.

The suggestion system is anonymous.

As is custom the final decision will be in the hands of the winners of last 
year, but we really welcome your suggestions since KDE is getting bigger and 
bigger and it's hard to know EVERYTHING that is happening in the community.
