It's worth double checking. I've been running a gitlab instance for an
open source project using the free version for the last 3 years.
The free/opensource version comes with no support from gitlab. Last
time I checked, using the ultimate version will require paying users
licenses but you get support (included in this package).
Depending on the features set, you can reduce the bill to get the
premium version (however, we don't get the "free guest users") instead
of ultimate.

I'll suggest getting in touch with them and clarify the costs, as they
can negotiate on a case by case basis. If my experience serves,
nothing is free with gitlab. It isn't a non-profit organization.
