The conventional wisdom for creating a new FLOSS license is: don't.
Even if you somehow manage to create the perfect license text that embodies
the ideas and goals that you want to achieve with the license, consider the
following:
Do you want to use code licensed under different FLOSS licenses? Without
paying a lawyer to assess license compatibility?
Do you want others to be able to use your code? Without paying a lawyer to
assess license compatibility?
Are you prepared to enforce your license in court? Even though there are no
prior court rulings that apply to your license in particular?
In short: you would make your own and other people's lives harder for very
little benefit. Many people who care about licenses will probably ignore your
project for the sole reason of it having an unusual license.
I hope this was not too harsh an answer.
