Licensing questions for CMake code, example code & generated code

Hi,

applying Andreas' license digger (tool to convert existing license headers to 
SPDX compliant headers. see https://invent.kde.org/sdk/licensedigger ) on some 
code resulted in some more reflections about the respective code and its 
current licenses, which could not immediately be resolved by looking at KDE's 
Licensing Policy ( https://community.kde.org/Policies/Licensing_Policy ).

So to get help with those questions, I opened three respective tasks on 
phabricator, hoping that the usual suspects as well as others also with 
licensing knowledge could help resolve those, so the policy can be updated 
where needed:
