access to professional libraries etc

Hi,
I like the idea very much but it seems like O'Reilly's video and book library are very expansive. From the website for a team-up from 2 to 25 members, it is $499 per user and per year. I guess with more members and being an open-source organization we could negotiate a cheaper price but currently, for 45 users and $499 per user, it will cost more than the money we get from the one-time donation button (https://kde.org/community/donations/).
Another question is for whom will these libraries be available? I guess due to the cost, it won't be available to contributors with just a few commits, but only on-demand and with some verification that the contributor won't disappear right after getting access ;)
I personally often buy O'Reilly's books in Humble Bundle for a cheap price and find them generally of good quality. In terms of content, I would be very interested in modern C++, Qt, technical writing, and also UX design.
