This would require modification to Bugzilla.

Currently it does hide products which have been closed on the new bug
page, just not on the browse page.
We cannot use the ability to create as a check however if someone is
not logged in though, so if we were to apply it for logged in users
then we'd have inconsistent behaviour (more products appearing for
people who are logged out)
