Shipping non-free drivers

Here at Neon we're looking to build images for some ARM hardware which
needs a proprietary driver, it comes under a BSD style licence but
without source code http://files.pine64.org/doc/MALI/MALI%20EULA.pdf

It's not part of Neon itself, just the base system we put our packages
onto.  Can we ship it on KDE's file server or should we keep it
separate?
