Requesting tweaks to the CI System

Hi all,

To help simplify our workflow and track it all in one place (instead
of two) please open all new requests for changes to the CI system on
the #build.kde.org board on Phabricator.

This also allows us to avoid duplicates which can sometimes occur, and
permits easier collaboration with the folks outside of Sysadmin who
are involved with the maintenance of some of the underlying systems
which perform the builds.
