[kde-community] TechBase home page

[Alex Merry]

In the vein of John's work on the getting started page, I was 
considering how the Techbase home page might be improved. Here is a 
suggestion based on the Userbase page:

Given it's our main landing page for Techbase, I didn't want to go ahead 
and change it without some feedback. So what do people think?
