[kde-community] Proposal Tre: More formal release and announcement processes

Good morning again

And here is the second summary and the extracted and condensed opinions of the 
discussion participants:

- Carl: good plan, refinement at Akademy
- Albert: agrees, most of it should already exist, more streamlining is good
- Matthew: Use Bugzilla (keywords: BUGS: FIXED-IN:)
- Jos: more automation makes sense where it makes sense, details at Akademy
- Aleix: take care not to automate to much ;-)
- Sebas: automate boilerplate and duplicating stuff

So there seems to be generall agreement as well and the refinement will most 
probably happen at Akademy.

Oh and thanks all for participating in these discussions and sharing your 
opinions and now (or tomorrow to the last of my proposal and to the biggest 
thread ;-).
