[kde-community] KDE Manifesto Revision (round 2)

Thanks for the work, Kevin et al. I like the new version better than the
older one.

Just a doubt about two lines:
Licensing policy must be respected.
branding guidelines are respected.

It's either both 'must be' or 'are'. I'd say rather 'are' when looking at
the other points.
