Minimum required cmake version

As far as I can see attica is not a KDE Project in the sense that it is
part of KDE SC. Its hosted on KDE's git server, but is otherwise
independent from KDE. Hence attica can require whatever cmake version it
would like for a new release. You might want to talk with the packagers
just to make sure they will have the cmake version that you're goingto
require available before the next attica release.
