Move FindKSane.cmake to kdelibs/cmake/modules/

I have been a bit slow on this :(

Now kdegraphics and kdelibs have moved ore are moving to Git. Kdegraphics is 
set up as a logical module that consists of sub projects with own 
repositories. Most of those sub projects can be compiled standalone.

What is the benefit with XXX-config.cmake over FindXXX.cmake? and in what 
situations  should the two be used?

What would be the best way to proceed?
