speechd problem

Greetings,

I am attempting to compile kdeaccessibility-4.4.5.  The cmake output ends 
with:-

--skipping ksayit. It does not currently compile

I have speechd installed  but cmake fails to find it   though paths for the 
header and libraries are correctly set. 

Is is   the refered to  'skipping ksayit..." in the cmake output?
if not could someone on list  advise on how to overcome the problem  of cmake  
not seeing the installed speechd.
