libssh built WITH_SERVER=OFF lack some ifdefs

Hi,
as you can see in attachment it dies in messages.c on implicit
declaration error.

Given function is defined by server.h so I guess the code is supposed to
be provided only for server build and lacks the ifdef safeguards.

Built is perfectly working as expected with -DWITH_SERVER=ON
