kdepimlibs optionality in 4.2 branch of kdesdk

Please consider backporting:
http://websvn.kde.org:80/trunk/KDE/kdesdk/CMakeLists.txt?r1=914456&r2=924412
to 4.2 branch.

It removes kdepimlibs hard requirement from kdesdk and adds it for those apps 
that actually need it (kdeaccounts-plugin, kbugbuster).
