KDEPimLibsDependencies.cmake is there to display an error when the kdelibs
version is too low and this file is installed in
${DATA_INSTALL_DIR}/cmake/modules.
I think the line you mentioned is there to make sure this file can be found.
I'll look at this during this weekend.
