Optional vs Required Dependencies

The problem is that kdelibs is supposed to be atomic, i.e. other parts
of trunk/KDE just depend on all of kdelibs being available and not just
parts of it. Generally new required dependencies for kdelibs are going
through quite some discussion before it actually happens.
