make test doesn't build tests

Hi,

using the kde4_add_test macro works pretty well, except that calling the
test target doesn't build the tests. I talked to Thiago about this on
IRC and he said that the problem could be that exclude_from_all also
does exclude_from_tests which it shouldn't.

Now before I submit a BR against CMake I'd like have some backup that
this indeed is a problem in CMake.
