kde4_header() and kde4_footer()

Hi,

these two macros are at the top and bottom of every generated CMakeLists.txt
They are intended as placeholders if we find something which has to be done in 
every CMakeLists.txt.

This hasn't happened until now, and we are already quite far with cmakeifying 
kde svn. So I feel they could be removed.

What do you think ?
