Technically, the .la files are not necessary even for plugins.

But you're right that current code is looking for them. For plugins, in 
special, we'd need to ditch libltdl (libtool's libdl). Which would, in 
turn, call for a replacement library that handled all the 
platform-specific dynamic loading.
