parsing of the command line

Hello

Parsing of the command line was implemented in the generic module.
SCons propose the ARGUMENTS dict. So maybe we can use it to parse the 
command line.

The configure function of generic can add the ARGUMENTS to the 
environment or we can make ARGUMENT a parameter of the generate methode.
