PATH and LD_LIBRARY_PATH for build time commands

RUNPATH is RPATH implemented correctly. But it's not used by default.

So, unless you tell the linker to use it, don't rely on it being there. 
Which means: unless you tell the linker to use it, don't bother setting 
LD_LIBRARY_PATH.
