It is not, but developers do need to start on KDE4.
Alexander looks really motivated, and the strong
feelings that have started to appear on the
mailing-list means people really need to get to work.

As i wrote earlier, my efforts will continue on bksys,
but less on kdelibs as i cannot participate:
