versioning on windows

Hi all, 

currently I'm checking if I can reintegrate the win32 related stuff of 
bksys_shlibs into main bksys_shlibs to avoid duplicated code.  I had initial 
made a copy because I was not very familiar with this function and don't want 
to break unix related support. 

The only open question is:

For mingw I uses only the major release number for versioned shared libraries 
creating and like to know how this should be done for msvc.  I assume the 
same.
