Hello

Here another patch for kdelibs/dcop

I've added a new file kdelibs/dcop/KDE-ICE/KDE-ICE.h to set
KDEICE_EXPORT correct. I couldn't use kdelibs_export_win.h here because
I had to set KDEICE_EXPORT to 'export' for all other compilers.
However I don't think kdelibs_export_win.h is a good place to set the
export-macros because gcc4 and above also provide this feature and we
should use it.

Is there a way to show the commands SCons executes? It would be nice to
see them sometimes to see what's going wrong.
