build with libagg

Hi,

The attached patch completely guts the libagg check so that it works like the 
libxml check. However, this breaks the check for the windows folks, so i'm 
not committing it. If it's ok like this, I can commit but i felt it was best 
to submit the patch here first.

Pointers on how to make the check work in the current SVN version of the 
libagg check are appreciated. When I tried, scons just printed "***" and 
aborted.
