initial version of sconfigure support

Hi all,

here comes an initial version of SConfigure support.

Unpack the archive into kdelibs and run

python bksys/configure.py

It creates some config-... files in the build dir
and cache the result in cache/configure.cache.py

Please check if this works for you.
