[PATCH] added support for .dep files

Hi all, 

appended is a patch which adds support for generating (empty) .dep files as 
platform independent dependency link for library targets, which will not be 
installed. 

The libtool stuff is now activated only optional setting env['USE_LIBTOOL']. 

Any comments ?
