End of 2016 update on PyKF5 bindings

Hi Steve and others,
Using a bit of free time, over on github (https://github.com/ShaheedHaque),
I've cued up a few pull requests to get the in-progress PyKF5 bindings
building on my system by:
1. Adding some dependency documentation
2. Debugging/fixing some issues to do with function parameters with
default values
- Sometimes, such default values were just dropped
- When I fixed that, I needed to add back some explicit scoping
3. Fixed one of the unit tests
4. There is one issue I have worked around, as I am unsure of the
correct fix. I've added notes on the workaround to the existing
https://github.com/steveire/frameworks-bindings/issues/3.
With that, I am able to run the various tests in your excellent
documentation. If we can get the PRs merged, and work out item 4 above,
what else might be needed to getting this into production?
