[Kde-bindings] Building PyKDE with SIP v4.15.x

It failed to build with the sip snapshot. Here's the log:

I'm looking at this via my phone, so I've no idea if it's the patch or something in the packaging that led to the wrong options being used.  I'll try to look at it later.
