[Kde-bindings] Install Windows Binaries

Manikk means that of the two Qt versions for Windows - MinGW and Visual C++ - you need the MinGW version. Qyoto does not work with the VC++ version.

Do I really need mingw for the binaries? I thought it is only needed for
compiling.
